There is no translation on the card, however I did find out that these are traditional Nenets (an indigenous people of Russia) Reindeer skin tents put up in the town of Nadym as part of the reindeer herding festival. From the little I can find out, there is fighting and roping and other sports in the extreme north weather that Siberia has to offer.
