This looks like a birth certificate, but at the bottom, it is dated September 15th, 1997-
She died in August of 1997 - so this isn't a death certificate either.

Looks like some enterprising individual went to her county of birth and got a certified copy of the certificate. Seems an odd subject for a card.
A little weird idea of placing this on a postcard :/
