The sender writes:
Walcheren is part of the province "Zeeland" where I live.  It is a beautiful province, quiet and with a lot of water.  The flag on the card is of our province and the statue is Michiel de Ruyter, an admiral born in my hometown 400 years ago.

Walcheren is a former island in the province of Zeeland in the Netherlands at the mouth of the Scheldt estuary. 

Originally, Walcheren was an island, but polders and a dam across the Oosterschelde have connected it to the (former) island of Zuid-Beveland, which in turn has been connected to the North Brabant mainland.
